 CALL FOR INQUIRY INTO WHO KNEW WHAT AND WHEN THEY KNEW IT

The Coalition of Mother And Baby home Survivors (CMABS) strongly supports the actions of Whistleblower Philip Garland, former assistant National Director of child and family services with the Health Service Executive and who was Director of child protection in the Catholic archdiocese of Dublin from 2003 to 2009.  We applaud Mr. Garland who is currently going public with a number of very serious allegations about senior civil servants and Ministers knowing about an explosive internal report into forged infant mortality rates, illegal adoptions and industrial scale child trafficking inside and outside of Mother and Baby homes. CMABS understands there are many more serious matters to be revealed by Mr. Garland who has recently founded a Charity for the survivors of church and state abuse in Ireland and abroad.

CMABS is asking the following questions in conjunction with Mr Garland’s revelations:

  1. Exactly who knew about the internal Tuam/Bessboro report prepared for the Magdalene/McAleese inquiry reporting mortality rates in two Mother and Baby homes and when did they know about it?
  2. Did Minister Children Francis Fitzgerald know about the Tuam/Bessboro report when she was Minister for Children? Minister Fitzgerald was also handed a separate private report into the sky high infant mortality rates at three Mother and Baby homes (“Report into Adoption In Ireland since 1922 and Bessboro, Sean Ross Abbey and Castlepollard Mother and Baby homes” 8,500 words) in July 2013, several months before the Tuam 800 story broke. Why did the Minister bury that report and was it also with knowledge of the HSE’s Tuam/ Bessboro report?
  3. Did Ministers James Reilly and Charles Flanagan know about the internal HSE report and when did they know?

Clodagh Malone of Beyond Adoption Ireland and press officer for Philip Garland’s Sunrise Charity said:

“We may think we’re finished with the past, but the past is not finished with us.”

Catherine Corless of the Tuam group said:

“This information needs to be put out there.”

Theresa Hiney Tinggal of Adopted Illegally Ireland said: 

“I always knew the government was covering something up because all our group ‘Adopted Illegally Ireland’ ever got was lip service, particularly with my last meeting with Minister Zappone in September when I asked ‘Why is Ireland supporting child trafficking’ along with a statement. She bluntly said “do we have to listen to Theresa the whole time?”. This surely is the action of a minister hiding something who does not wish to answer my question, and my question stands ‘Why is Ireland Supporting Child Trafficking’? and how long have they known about this internal HSE report? We demand an investigation into forced and illegal adoptions.

Paul Redmond of The Castlepollard Mother and Baby home group said:

“We need an Inquiry into why Ministers and senior civil servants buried the truth over the last last few years just as the nuns buried thousands of bodies in the so called ‘good old days’ of holy Catholic Ireland. Francis Fitzgerald and Catherine Zappone in particular have serious questions to answer. If Minister Fitzgerald knew about both Reports and buried both of them, she needs to resign immediately. And why is Minister Zappone so hell bent on excluding illegal adoptees and treating them so badly? Well done to Phil Garland for blowing the whistle on the corruption at the highest levels of the HSE and Government.”

Derek Leinster of the Bethany Home Survivors group said:

“I myself was illegally adopted from the notorious Protestant Bethany so called ‘home’. The Irish State was the only Parents we had and they failed us back then and are failing us now. We need a full Inquiry now.”
